If you are fishing from the south side of that location, fish along the shore -- that is, cast parallel to the shore so that your fly lands near shore. Four-Mile Run is mostly shallow featureless bottom; the deep spots you can't hit with a one-hander from the south shore, except that there is a channel running alongside that shore. Anywhere you see rocks added to the river bank, especially with the metal mesh, means there is a sharp drop-off into the water and a deeper channel running along the bank. That's where the fish will be most of the time, at least the bass and bluegill, especially at higher tides. So if you are right-handed, you can start at the bridge and work your way upstream, casting along the bank, and your backcast should be out over the water.
You can wade some from the north side, if you park near the sewage plant or walk over the bridge from the south.
