I found Zach Pfignst who guides out of Cape Charles when I was recruiting speakers for PRSC, and he does target them: https://marshmadnesscharters.com/.
There was also a conventional tackle guide from that area who spoke at the Lefty Kreh Tie fest back in 2020. He was very upfront that he would put you on the fish but couldn't help with any fly fishing stuff. At the time he said it was him and one other guide offering trips and they politely didn't share info with each other.

Last time out we had 19 roll at the boat throughout the day, but with near zero visibility chances of a hookup were slim to none. The tarpon community here is very tight lipped. A good guide catering to fly fishermen may be hard to find.J--
