The premier shop in Seattle is called Emerald Water Anglers, and it is run by my buddy Dave McCoy, who is a great guide and Patagonia Ambassador. They run a whole variety of trips in the area including steelhead all over the region and sea run cuts on the sound. They just opened a shop in West Seattle that is one of the cooler shops I've ever been to. All of their guides are very professional, super fishy, and a pleasure to be around. They'll be very upfront and honest with you about the conditions and expectations. The fishing in the area can be very tough but you're guaranteed to have a good day and learn a lot with these guys.
