December is a pointless time to fish the OP. The big wild winter fish don't start showing up till the middle of January. In December the Puget Sound is in fact the better fishery, they will be flooded with hatch brats. Most S river shut down right around the first of February, so fear not.
The Avid Angler runs guided floats on the Sky, Sauk, Skagit and are more than capable spey casting instructors.
Dave Mccoy and his group are also a good bet, but they are almost certainly booked up by now.
Also, don't discount the Cowlitz river. It is a hatch brat factory, but there isn't a river in WA that gets more fish. Their hatchery program is light years ahead of the chambers creek program.
If I had a drift boat I'd take you guys out and put you on fish.
