I have the Pentax Optio and I'm very happy with it. Different modes are useful (panoramic, low light, macro) and it has video capability.  It's foos under water.  It was less than $150.  I use it as my sole non-iPhone camera.

Only problem that I have is with battery life when GPS feature is turned on all of the time.
