I had a conversation with a ranger one day at Gravelly as he was writing me a ticket for parking. It was during the shad run last year. I asked him about the poaching and what they were doing about it. His response bothered me. He said that they only have 3 cars to patrol both the George Washington and Clara Barton Parkways and that traffic safety and ticket revenue was their main concern.
He then said they typically pick one weekend and do sting operations. $100 ticket plus $100 per fish poached. He also said that the guys cat fishing are sometimes in gangs and have a whistle alerting everyone about the cops showing up and that the poachers have learned to listen for it.
So there's that.
On a completely unrelated note I caught my first brown trout yesterday in Virginia!
