I used to run FYCC and have participated in a ton of kids fishing events for USFWS and Trout in the Classroom. It is easy to keep kids that age engaged in fishing really.  Jim is an excellent contact and Trout in the Classroom is a great program. They do a final outing with some of the schools where they release the fish and learn a little fly casting.

There is also the National Fishing in Schools Program - http://www.fishinginschools.org/. They sell a complete unit, meant for your age group, that includes tackle, casting targets, stream critters, lessons, etc. It has been adopted by many schools in the region and they periodically run training classes in the region to teach mentors how to assist teachers in the program. Cause, if I've learned anything from teaching so many kids through the years, you can't have too much help when you put these kids on the water.

Trout in the classroom might be an idea to consider. I think there are around 70 schools in MD currently engaged. Jim Greene (jgr...@waterwisp.com) is the expert.

Next year, I'll teach an estimated 60, 6th graders. Every year we do something called Chesapeake Week, where we take a week or two of intensive study to focus on our watershed. This year was my first year at the school and I kind of ran with the established program. Next year I would really like to improve upon the curriculum and add in a few more perspectives. I'm also in charge of the new Middle School outdoor rec program (~20 person limit). We've already teamed up with Calleva and Earth Treks, and I think adding one more element, for before the weather turns foul would be nice. 

I've seen a few affiliates through TPFR, like the Saturday Orvis class (Thanks again Dan) and the Family and Youth Casting Call. Are there any programs out there which could handle the raucous nature of 11-14 year old? 
Can you think of any issues that I may come across (permits and the like)?
