{Tidal Potomac Fly Rodders} Canoe Registration...

To those that have registered canoes/kayaks in DC: do you really have to pay sales tax and an annual registration fee for hand-powered vessels under 16' in DC? The guide states that all boats need to be registered, but after that it doesn't specify or exempt canoes/kayaks from any of the other directions listed.

Do you really need a bill of sale and a manufacturer statement of origin? I bought a canoe from a yard sale and don't exactly have that paperwork. I'm sure I can get a bill of sale if I need it, but manufacturer statement of origin- yea right!

Also, this thing is strapped to the top of my car until I find a place to stash it (live in an apartment). If anyone wants to have access to my canoe during the week in exchange for storage, let me know. I asked this a couple months ago, but just now got around to buying a canoe.
