I can't remember where, but I recall reading within the last couple of months that there was signage posted somewhere along Lynnhaven Inlet that you can't shore fish from there. You might want to call Oceans East 2 Tackle Shop (they are physically located on the NorthHampton Blvd exit off of I64 - east bound less than a mile from the exit on the south side of the road) to find out for sure. I think it is the area next to the boat ramp. That would be a long drive made longer if you can't shore fish there. Another way to check is to scan the Pirates of Lynnhaven forum - kayak fishing group down there.

The inlet is a bit more fly friendly.
Don't wade at Lynnehaven inlet especially on fast moving tide. Current is savage, drop off is steep and deceptive, the sandy bottom is tricky. People get killed wading there, allegedly. There's decent casting room from shore especially if you are shooting a sinking/sink tip line.
Be advised there are no fly shops in the area. Bass pro in Hampton has a small supply of fly gear. Not many people fly fish in VA beach. Not sure why. Oceans East tackle shop on Northampton Blvd is a good place to get advice - on lures and bait and locations. Chartreuse, white, pink, and combination grubs and jigs seem to be the ticket. Chartreuse & white clousers as we know work just about anywhere. Don't go too big, though. My experience with lures and flies from shore was 3-4 inches max worked best. Not too heavy 1/4 -3/4 oz jig heads. If fly fishing use a sink tip (I like the integrated 25-30 foot fast sink variety for this kind of environment. Flouro tippet no heavier than ~12 lb. don't use wire unless blues start cutting you off.
