Don't know about the striper run. Most of the shore/wade access I know of over there tends to be public piers and small beaches.
I've fished with two fly guides who work that area: Chris Dollar and Kevin Josenhans. Both are good and knowledgeable. I fished with Kevin a month ago and he told he was booked up for April and working the striper run on the Susky Flats. You should give him a call, he may have a cancellation and told me he might come back and fish the Eastern Shore if the Flats are bad again this year. Don't know about Chris, but he (like many MD bay guides) usually goes up to the Susquehana as well in April.
