Will - How big of a popper were you using? If they were small sunfish or even slightly bigger fish on a big popper, they may not have been able to actually get their mouth completely around the hook. Personally, I don't do much differently with a popper than I do with other flies. I use a normal hook set without any pause beyond normal reaction time.
