Jim - A guide will be the most surefire way to put you on the fish, but understandably not everyone has that in their budget. Renting a kayak will give you more options than wading, by far. Keep in mind when sight fishing the marsh areas, the sky color makes an insane difference in the success you'll have fly fishing. The redfish do not contrast the muddy bottom of the marsh well. When you have cloud cover - or even blue sky with lots of moisture coming in from the gulf (so it is more a pale blue instead of bluebird) - it increases glare an insane amount. Even the best glasses will make it impossible to see fish more than about 20 feet out. Nedak - that could have been part of what you faced with your guide, but a great guide will figure something out to give you a shot.

You can rent kayaks and fish the bay. I had used a guide on a previous trip, not sure if it was the weather/time of year but I did not care for him. Poling thru the marshes he kept saying, oops there goes another one, meaning he saw the redfish after it swirled off. We got no shots at them.
The two times I was there, we fished bait from the jetties and did ok. There are some back bays that might be wadeable. Check out the fish camps as they are usually on shallow water that holds fish.
