I just got back from Erie Pa visiting my parents and stopped at 20 mile creek to do some steelhead fishing.. the water was super low and clear and it was packed shoulder to shoulder fishing.. The fish are definitely starting to run and I saw a few caught in the lake at the river mouth on spinning gear. I think they were using store bought eggs on an indicator..
I agree you need to check the flows and when it last rained. The lack of flow caused a large rock pile to form at the front of the creek and was blocking new fish from getting upstream, but it looks like they are going to get hammered with rain in the next few days.

Eric,If you are only going to be there for a day or two, I would strongly urge you to take a guide if you want to get on fish. There is a lot of water up in that area and unless you have an idea where the fish are holding, your chances of success are small. Rob is correct, the fish hold in only a small portion of the water.Look at temperatures and flows. Also, consider when the last rain moved through the area.
