I second Jeff's comment. 

If you won't mind to drive extra hour and extra stays, Savage river is in western MD and several good rivers near by it. I have a book "Guide to Maryland Trout Fishing" by Charlie Gelso & Larry Coburn (8 or 9 dollars for used book I got). It has rich information, map with park lots, trails, etc. It is BIG plus and I read/use it all time. You can order it on Amazon. Sometime Orvis stores sells it.

Two of my visits were from the Masemore Rd access point and work upstream until the Falls Rd bridge. Those were both of the less crowded trips, and I had the most success in that stretch.
