I can vouch for Penns Creek. My uncle has a cabin up there and I go every year. Incredible hatches throughout the spring. It's famous for its green drake hatch in early June, but that's some challenging fishing as it's mostly at night.
If you're interested, reach out to a guy by the name of Bruce Fisher at http://www.pennscreekangler.com/. He can set you up with a cabin and guide if you want it. He knows every pool in the creek and can tell you what's hatching when. You have to have the right fly at the right time or you'll get really frustrated.
