As far as I know, no license is required to cast in the grass, but it may not be a bad idea to drop $13 on a DC license anyway. Fletcher's sells them but I don't know what the boat house hours are this time of year, and they're also available online here: https://enode.dc.gov/epermit/Page/Entry/Login.aspx
