I have an extensive collection of vintage glass and a few modern glass rods.
I would say there are 3 general groups of glass rods out there:
vintage
Modern from one of the "big" rod companies
Modern from one of the boutique blank suppliers.
If you need to walk out with a rod before Christmas, your options are limited, either the used market or something that is available from one of the major companies.
If he is used to bamboo, the used market shouldn't be scary.
If I were to recommend anything, it would probably be a rod built by a custom builder on one of the "boutique" blanks.
From the major rod manufacturer there are 4 series I am aware of.
Reddington Butter Stick
Scott F2
Echo not out yet
Orvis not out yet.
The Scott has been around for some time and the price is up above the $25 mark.
The Butter Stick is supposedly available now (priced within your range).
I am not sure about the pricing of the other two, but I don't think they are going to be out before next year.
I cast an Orvis prototype last spring and it was a very nice rod. Fast for glass, but a very nice rod, but not as nice as some of the smaller shops.
The ones I can think of are
Steffen Brothers-- I haven't cast one of these, but I haven't heard anything but praise for them.
McFarland Rods -- I have a built up short rod and 3 of his blanks with guides taped on. These are some very nice rods, but the lead time on his rods are high.
Tom Morgan -- (of Winston fame) has blanks and rods available, but his rods have a high premium since his wife does all the work :) The blanks are reasonably priced and there are some great builders out there to put together some masterpieces.
There are a host of others out there that are basically available in blank form and someone can build one for you
