Virginia does the same thing except it appears to be on an even bigger scale.

Misha,
I submitted a comment yesterday saying a very similar thing. I encourage others to submit comments as well. This proposed regulation, while a step in a better direction, is totally a bandaid on what has historically been terrible fisheries management by DNR. If you really care about native trout, don't stock over them and make it harder for them to survive in the first place. They have a horrible track record with many fisheries, most of which are in rapid decline. Wonder why...? Striped bass is a prime example. Still, I am glad to see some positive changes, and I'm hearing that staff level folks at DNR are increasingly more conservation minded and are getting frustrated with DNR leadership. It may just be a matter of waiting out current leadership, and hoping new minds take over soon!
