There are a number of canoe rental companies that will shuttle you upriver and float you back to your vehicle. I personally prefer to fish out of a canoe but a kayak works just as well if your goal is to float from spot to spot and wade. I have used shenandoah river outfitters and front royal canoe and have no complaints about either, it just depends what section i prefer to fish.
-- i don't think paddling upriver and floating down is feasible. There are a couple sections where you might be able to do that but the fishing is poor in both.
