If it is indeed mineral oil, it's relatively benign. As regrettable as this is (and Pepco appears to have stepped up to correct the problem) there are far worse things one might spill into Rock Creek. Imagine all the non-point pollution that will enter Rock Creek the next time we get significant rainfall. As with all compounds, the dose makes the poison.
