Upper Potomac seems to be fishing better than the Shenandoah system right now. That's both from personal experience and the consensus I've been getting from the Potomac River Smallmouth Club meetings. Can't speak to the Susquehana, Monocacy, Rappahannock or upper Patuxent. If you're able to be in Vienna, VA on Wednesday, PRSC has a meeting at the firehouse in the evening.
