Ignorance of not being charged the fee is no excuse from following the law. You may have been fishing illicitly. Otherwise known as poaching.
This is could be an opportunity for the same D. C. officials to follow up with you on the water and collect a more rewarding payment.
Personally, I do not think any less of any of you. Be careful out there!
