Honestly? I quite like an hour before low tide to about an hour after low tide, and have good results on a fly rod that way.

Typically it involves some rock hopping and a little precarious balancing, but I prefer that to wading the potomac.

Definitely wear shoes you don't mind getting muddy and wet. The bonus is that, once home, you can just spray them off with a garden hose - so cleanup is easy.
