I tried to parse out the rules from the gravelly point discussion, but still not sure i know the answer. Could you legally hand launch a kayak from Ohio drive near the ball fields and the tidal basin outlet. Physically you can do it for sure and i Always seem to find parking here, but i do believe it is national park land.
