I went up there with a few guys from TPFR a few years ago. We launched out of Perryville Community Center. Jereme got a pretty big one that day and everyone who went got fish. Just prepare to see some bass boats trying to break the sound barrier and such. My advice would be to look for the grass and fish around it, and especially around areas where you find grass / little channels through the grass. I would also take a look at "light tackle kayak trolling the chesapeake bay" on facebook. That guy crushes them.
As far as landing a big one in the yak, look into a leg sweep. I haven't tangled with any giants on fly from a yak but have taken a few on eels up to 51 inches. In my experience, the most important aspect of landing a big one from the yak was heaving some heavier leader (bite tippet maybe). To leg sweep, you basically guide them to you with the leader before lipping / legging them in. For what it's worth, I watched a guy snap 50 lb test on a big one years ago while doing it.
If you were to go with a guide, I'd recommend looking into Tyler Nonn. He has rockfish in the bay absolutely dialed in.
