You definitely do not need a boat, but it is very helpful. There aren't a ton of places where it is easy to fish from shore, and those that are there are often taken during the prime part of the season, especially on weekends. Maybe it is just me, but I get snagged a lot more from shore than I do from a boat. You can have great days from shore, but when you take into account the cost of lost flies (both on the bottom and in the trees), the extra cost for a boat isn't much. Two handed rods can be useful if you have one. Bottom line, you don't need a boat, but it is the way to go imo.
Park closes at sundown, but not sure how much it is enforced. I run along the towpath at oftentimes after dark and park in the upper lot and haven't had problems as of yet.
