As far as walking the canal, you can do that any time of year when there is water, but I've found late winter/early spring fish can sometimes be infuriatingly picky. Carp generally become active in water that's a few degrees warmer than the surroundings, even if that water temperature is still relatively cold. A nice, sunny day that's 10 degrees warmer air temp than previous several days can also kick them on pretty good in the early season. Keep in mind the water will probably be pretty muddy (even for canal standards) for a little bit as the snow melt will likely stir up the water.

I haven't seen any carp in the canal but did hear of some being caught.  Can't remember where but the canal is drained in the fletchers area.
