Jeff -- this is absolutely true. I've been there 2-3 times where carp have breeched the surface, basically right next to the "kid pier". You can sneak around through the woods to the right of the parking area (the "north" end of the lake compass-wise), dodge 1 or more woodchucks (our local, native marmot!) and get down into a decent casting position.
The catch is that visibility is low most of the time. Well, most of what I've seen anyway.
