Yes, 7X will go through the eyes of the few Tiemco 518 #32s I had, though 8 is more appropriate. It seems to me like most of the "tiny" hooks out there are more or less similar in terms of overall size, with some minor differences in exact geometry. A #32 tiemco and a #28 mustad are probably interchangeable in terms of small midges or baetis (but check me on this -- I could be totally off).
You can't find the #32 518s to save your soul though -- good luck is all I'll say. Luckily, I very rarely fish stuff like that. Some #20-24 pupa is about it, and I don't do that much either.
As for breakage, I've caught a fair number of brook trout messing around with it, and it is actually surprisingly strong, even with thrashing fish and no real attempt to "baby" anything. 8x I've only used on the Elk in WV and have landed a couple of 12" trout on it, and I did break on the hook set on another. That's with moderate, 3-weight rods.
Funny you post this -- I found myself face to face with some small, extremely hesitant bass the other morning right at extreme low tide. Just for kicks, I dropped to 6x and a #22 PT nymph and caught the dirty suckers ;). After tide came back in the fishing picked up, but more people also arrived -- so I left.
I won't criticize anyone wanting to fish tiny stuff -- if you ever bother turning over rocks you'll find MOSTLY very tiny nymphs with many in that size range, so it makes sense to me to match them. Have fun with it!

I'm considering investing in some size 28 nymphs. Will 7x tippet be small enough, or will I need to go to 8x? I was thinking of fishing a 6x leader, tying some 7x on the end, and putting a few small split shots on the 6x part, so I don't snap the 7x. Sound like a good plan?
