Be careful of the wind Saturday if you go out -- I don't know what "rocks across from the park" means but Beth and I used to carp fish from the bank all the time at Belle Haven (Beth caught a monster we could barely get into the landing net one day) and I probably wouldn't take a kayak across the main Potomac during windy conditions, especially when the water is this cold. If you just mean the VA bank (not over in MD side) that would be much safer in my mind - I'd try a sinking line and any streamer pattern you like, but that's just a guess.

My experience is that women tend to evaluate situations that would lead to becoming a Darwin Awards recipient a lot better than most men, and I'm definitely including myself. Maybe you're not as dumb as I am though, but I have to assume you *could be because you're posting about fly fishing from a kayak when it's presently 32F outside and there are 25+ mph winds ;).
