night time top water should still be fun. just need something with noisy.

Has anyone fished the Tidal Basin recently? I went out there twice last week with no luck. I think the extremely hot temperatures slowed down the fish, although I did see a lot of baitfish jumping around on the surface with the occasional boil of something larger. Any suggestions?
