Totally doable. Been there and have caught a few of the docks. Bonefish also very doable, particularly if you have time and an inflatable paddleboard for a couple of hidden flats a few miles from key west. You can rent kayaks as well. White street pier on a moving tide at night your best bet for tarpon. Mallory square by the cruise ships, also the shadow lines, second best option. Fish with a white or chartreuse shmibnow fly or some other small shrimp looking pattern. Certain spots you can fish in the marinas but mostly prohibited and they will kick you out so watch out for signs.
I would seriously think about the bonefish permit cuda angle and try and find an inflatable paddleboard. Was seeing bonefish everywhere when I went down around Christmas and should only get better this spring.
