You're a bit early for Shad, but certainly worth checking Fletcher's out. You'll find the shore along the Cove itself to be very muddy. Upstream/Downstream of the Cove the shoreline is very rocky. Casting from these rocks is definitely doable... that's how a lot of folks here do the majority of their Shad fishing. I would advise against going in the water - there are lots of big drop-offs and the current is very strong. Wading there, in fact, is illegal.
This time of year, you might find Walleye - but they might be too deep to get a fly in front of... not sure. In terms of flies, no reason not to start with a Clouser minnow, in your favorite color pattern (Chartreuse over White is always a good choice!)
And yes, a DC license is all that you need, as long as you stay on the DC-side of the river.
Welcome to the area, good luck and let us know how you do! Don't get discouraged if the fishing is slow/really slow... water is still on the cool side. But it's warmer than I expected!
See info on water temp and levels here (Fletcher's considers the water to be too high/dangerous to rent boats if the "Gage height" goes above 5 feet. Keep that in mind when fishing from shore, too!):
