The West Virginia record was also recently broken. He waited four hours for state officials to show up to measure it and then watched it swim away.  The first two hours of waiting he didn't have a net and held onto the fish standing in the water. 

Agreed. What's more unfortunate is most state agencies don't have any sort of option for certifying a state record in a catch and release situation. More agencies need to take a page out of IGFA's book.
