I'm not saying that you're wrong about the snakehead rules, since I don't know them.
But I do know that you are encouraged to kill them, that the authorities would like to see them eradicated (which will never happen, unless they find a disease to introduce that ONLY
impacts snakeheads and doesn't harm anything else), an that -- at least in Virginia -- it is illegal to transport a live snakehead.  You must kill it before transporting if to comply with the law.

I say of this to say that I would be shocked if the authorities tried to crack down on snakehead fishing, illegal or not.  They would like the species completely eradicated, so (within limits) I doubt that officials would care how you catch them.   Now... if you dropped dynamite in the river, they'd probably get upset.   But spearing them, netting them, grabbing them, stoning them, hypnotizing them, dressing up as snakehead and pretending to a friend or potential suitor.... whatever works, I really can't see the authorities caring, as long as snakeheads are your quarry.

Now, as for other species of fish, I think you could have more problems, that is, if the officials were to ever get serious about checking and enforcing the rules.

Just my $0.02, and also my opinion.   I'm not trying to say you're wrong, it very well may be illegal, but I doubt any of the authorities would care, as long as it's only snakeheads that you are hunting.
