Got back from a week long trip to the SW Montana/Wyoming/Idaho area this past Monday. TSA deferred to Southwest on allowing a fishing net as a carry on. Here is SW's response.
"Each Customer may carry one bag and one personal item onboard the aircraft. Although there is no weight limit, carryon bags must be no larger than 10 x 16 x 24 inches. Personal items must be smaller than carryon bags. Examples include purses, backpacks, briefcases, and laptops (inside their cases).
Fishing rods, nets and tackle boxes will be accepted as carryon baggage provided the carryon rod and/or net fits securely in the overhead bin."
I'm really glad I brought it.

I remember picking him and his family up at Newark one evening to take them home after their trip to Atlanta. They recounted to me that when their daughter's carry-on went through the scanner at Hartsfield Airport in Atlanta it set off all sorts of alarms and screams of "There's a baby in the bag!
