STATEMENT OF WORK

Identify the condition, status and needs for infrastructure development or improvement and shoreline access for recreational fishers in Hawaii, American Samoa, Guam, and the Northern Mariana Islands 

There is a need for NMFS to document the condition and status of infrastructure and needs for infrastructure development or improvements as well as shoreline access to support both recreational boating and shoreline access for recreational fishing throughout the Region. The need for this project was expressed at Regional recreational summit meetings, roundtables and directly from members of recreational fishing communities of the Western Pacific Region. Constituents voiced concern over poorly sited, designed and maintained boat ramps, the poor condition of associated floating dock facilities, run-down harbors, inadequate lighting, facilities and security, all of which have ramifications for public safety. Shoreline fishermen have additional concerns about the lack of parking and other changes affecting access to areas which they have customarily fished in for years. It is recognized that NMFS cannot remedy all of these issues on its own; however, the agency seeks a greater understanding of the problems and opportunities before moving forward with implementing, encouraging or coordinating improvements to benefit non-commercial fisheries. The development of a document with a clear description and identification of problems, issues, potential solutions, and responsible agencies has been requested by interested and affected fishermen.


NEED FOR WORK AND CONTRACTOR'S CAPABILITY
SFD requires the services of a single contractor to develop a report detailing the following: 
1. Status of (location, general ownership, condition, and quality of access)
2. Infrastructure quality, sufficiency; and 
3. Needs for recreational/non-commercial fishing infrastructure and shoreline access in Hawaii, American Samoa, Guam, and the CNMI with an emphasis on enhancing safety for fishermen. 
The Contractor should be familiar with the small boat-based and shoreline fisheries and fishing communities of the Pacific Island Areas with first-hand knowledge of trailer boating and launching fishing vessels into the ocean in at least one of the study areas under a variety of conditions. The bid should describe the contractor's experience so that the experience qualification can be determined.
Accurate visual documentation of boating and shoreline access areas will be required. To achieve this task, the Contractor must have knowledge, expertise and experience with digital photography and using digital photographs in reports. The final report will be well illustrated with accurate maps and diagrams using publicly available USGS and NOAA quad charts at a 1:24,000 scale indicating boating and publicly accessible shoreline access points. This contract requires site visits to at least 80% of the public boating access locations in the Hawaiian Islands. Familiarity with GIS tools and mapping is highly desirable. The Contractor will make use of aerial survey data, mapping products and existing GIS databases to pinpoint public shoreline access points and include this information in the final report. 
If site visits to some areas are not feasible, the Contractor will coordinate with State, territorial and Federal offices to obtain information to develop the report covering all areas of the region where saltwater non-commercial fishing activities commonly occur. The Contractor will communicate with these agencies to determine where conflicts and negative issues of shoreline access occur and document these findings in the report.
