I moved from DC to Harpers Ferry several years ago. I grew up in WV, and once upon a time guided canoe, kayak, and rafting in the area. We have a wonderful smallmouth fishery. The challenge is finding a shuttle buddy!!!... and buying a license in MD, VA, WV, and DC (for shad). In Hillsboro, you are just over the hill from HF and the confluence (take 671 of course). The section of Potomac below confluence to Brunswick is one of the most productive smallmouth sections in the system.
For local gear, please try and support
White Fly Outfitters in Harpers Ferry. It is owned and operated by Bryan Kelly who lives in HF. He has all the stuff - everything you need, including boats. I never worked for Bryan, so I have no business affiliation with him, but ran shuttle for him and his guides long ago when I worked for R&T in my 20's. Water temps are coming up and the die hard guys are already (have been) catching big bass is their winter holes.
Welcome to the area - its much better than living downtown.

Try to get in with the Shanondale Lake folks to gain lake access. I used to
run the fly shop at former lodge there. MONSTER bass and walleye.
Harpers Ferry isn't too far and there are several boat ramps to float from point A to B.
There are also loads of spring creeks out there but doubt they are stocked.
