I agree with that response to DNR. So I could, in theory, go to any small wild trout stream as I often do, but it's illegal to fish there unless I decide to keep something. I can also hike along such a stream. But pick up a fly rod for some C&R fishing and it's suddenly against the rules. Until I kill a fish, then I'm legal again. Nonsense.
I'll abide by these rules anyway though - all they needed to say is that all travel must be for essential reasons and leave it at that. Instead they tried to get cute with it and in the process created an enforcement headache that only pissed people off.
