Sadly, Maryland's new regulations are intended to skirt the real issues and they go against the good intentions of the ASFMC. Maryland came under fire for their conservation equivalency proposals from the board and almost every other state that is on the commission during the February 4th meeting. I was in attendance virtually if anyone has questions on specifics. It was not pretty. Based on the new regulations, and continuing an unsavory history, Maryland will continue to be the problem when it comes to saving the striped bass populations along the east coast. New Jersey isn't much better.
