I don't think gauge height matters as much for the Shad, that's really more of an indicator of how "safe" the river is (answer: it's never safe). But I believe that if the gauge is over 5 feet, Fletcher's won't rent boats.
And yes, the 50 degree mark is usually when the shad start to appear.
