Luke, I've fished for tarpon twice in Puerto Rico. The first time I fished Laguna San Jose near the airport. You will be fishing brackish water so it is not exactly sight fishing. You will see rolling tarpon but are really blind casting to where they were. I did catch tarpon there on the fly but they were few and far between. I don't really remember the name of the guide service but I know there are several that fish this area.
The secon time I fished for tarpon in PR I fished with a guide out of the town Boqueron on the SW coast about 2 1/2 hrs from San Juan. In this area we were sight for fishing juvenile tarpon in the 20-60 lbs although I saw some that were much larger. If you go there I highly recommend going with Francisco Rosario aka Pochy the Tarpon Hombre, www.lighttackleadventure.8k.com. He go a modern flats boat and can provide you with quality fly gear if you don't have it.
