Okay, I figure waders are OUT. But if these guys maybe have a backpack and their rod in a tube, unassembled, and were generally not readily identifiable as anglers, they might be able to ride? I should also add that virtually all of these guys practice catch & release.

Some of my fishing friends, who frequently fish the Tidal Basin and Rock Creek are curious if the DC Circulator forbids wearing waders, wading boots with metal cleats, carrying fishing rods (usually broken down) etc.
