As long as the release is right, I would definitely fish the South Holston over Whitetop Laurel this time of year. BWO's in the morning and Sulphurs in the afternoon. Even if they are releasing, you could get a nice morning in on the lower river before the water reaches you. Lots of big browns, and this is the best time of year to catch them on dries.

If you are already going to be in Boone and prefer small stream, I'd drive into the Wilson Creek drainage and fish there.
