Keith, back in March 2012 I fished Laguna San Jose with Caribbean Outfitters (www.fishinginpuertorico). Laguna San Jose is near the international airport in San Juan and has a lot of juvenile tarpon (20-30bls). Although the water was far from clear we saw tarpon rolling almost all day. So even though we weren't really sight casting for them we would cast a fly to where we had seen them roll. Attached is a photo of one I caught.--
