I've been up in Kingston for the past two weeks fishing the lake where the family cottage sits. Weather has been cold with rain and wind most of the time. Next week should be sunny and warmer.
I've been spin casting with a Ned rig and yellow shallow crank bait with good luck in 4-8' of cool water.
I haven't fished the St. Lawrence but see boats in the coves.
There are some nice lakes that dont get much weekday pressure all around. The South Frontenac Rental Center south of Verona on Hwy 38 has a bunch of non-fly fishing gear as does Canadian Tire in Kingston on Gardiners Road. They should be able to give you some good gouge.

PS. The Pulaski River is 90 minutes away on 81. That is the place to fly fish for trout and salmon.
