Belize would be a great option.  You may find some of the lodges there will be offering summer discounts as that is not high time. Look on yellowdog, fly shop ect for those type of deals. Wouldn't do puerto rico if fishing is your priority. 

I go to the keys more years tarpon fishing.  July is past the peak so you should have an easier time finding guides if you were to try and go in the next month or two.  My issue would be that the better guides in the keys are now asking $900 or so for a day and that doesn't include tip.  I can get a week of fishing in belize (hiring indepent guides) for what it would cost me for three days in the keys.  If you are hardcore about tarpon keys are still the place I would go, but not sure I would pick july.  Bonefish and permit fishing is better elsewhere.
