There is a surf spot at the base of golden gate bridge where I saw guys swinging some fly rods beside some nutbars who were surfing. Take the 28 Bus to the bridge from pretty much anywhere. But be prepared! This was literally the windiest place I had ever been in my life. Might be a bit spicy for a 9WT. Also, that water is cold. Like, real cold.
If you can rent a car and extend your trip, fish in Yosemite. Hell, just GO to Yosemite. You'll only be three hours away.

My setup - 9wt rod and reel with spare spool with both floating and sinking line.
