Thanks, Russell. That's a bit of change for 3 days. The bite would be less and more attractive if WV offered a 12-month long non-resident license.

But in summary, for non resident trout fishing, you'll need:

1) Conservation Stamp: $13
2) Trout Stamp: $16
3) License ($3 a day for 3 days): $9

4)If the fishing will be in a national forest: $2

Hope this helps. I just did a little fishing this past weekend in WV at Seneca Lake so just had to look it all up.
