Depends what you mean by ramping up.  Fletchers starts renting boats next weekend and there will probablybe ok numbers of fish around, mostly hickory shad.  Numbers will grow over the following few weeks with more and more american shad showing up the second half of april.  Id look at somewhere April 20-30 for the time frame when there will be the greatest numbers of both available. It really varies though.  The covid year when fletchers was closed I got relatively few Americans all year and then had an absolute bonanza of a day the weekend of May 17th.

I was able to catch a number of shad 22 MAR of last year on the Occoquan in a kayak.  The water was still sub 55 F, but I got lucky.  Went down to the Rapp this am to know the rust off and test the waders for leaks.  I found leaks but no osprey or shad.

Shad are unable to viable spawn/fertalize eggs if water is below 55ish - you'd have to check my shad podcasts from years ago for the exact temps.

My standard timing is last two weeks of April into early May. Last year the best day was May 4. I had not seen fishing like that since April 12, 2011. If we had poppers we would have caught shad on poppers.
